Dear Khaled,

Having seen your reference to our project and website www.eRepublic.org via your blog at:
http://isoc-ps.blogspot.com/2007/04/isocps-palestinian-e-republic.html and understanding a shared concern we have for eGov / eSociety development, I would offer to your group of those concerned for eGovernment / eSociety development the placement of an NGO banner ( see http://www.erepublic.org/adprogramngoprojects.html for details of the banner ad, no-fee promo for country NGOs ) on eRepublic.org's Palestinian National Authority Web page: http://www.erepublic.org/egovincountriesnip/palestinenationalauthority.html .
I understand from your blog that your group is not yet fully formalized, but this is ok  if you and your country concerned others can get a banner together and provide an approriate Web page or site to which the banner can be pointed... every idea and effort has to start somewhere, n'est-ce pas??  It is my hope that this input from us can help your group in a small way toward solidifying your efforts.
Kudos on your apparent self-initiated present efforts.
All the best,
Gary Vizzo

NON IT: Urgent, invitation to a sit in.. please distribute and join

Attached an invitation from a group of concerned and frustrated women and men who decided to take action and protest against the ciaos and shameful fighting in Gaza.

It’s very annoying that Tawjihi comprehension topic of the Arabic test today was to write about “Unity” national. Many Tawjihi students in Gaza were not able to make it to the test locations; some had to go with their parents raising a white flag. Some were stuck in the street; some actually made it and could not finish the exam due to the crazy shooting around the schools.

What unity we are asking our students to write about?. What do we expect them to say??? What unity examples did we demonstrate so that they can reflect on in their comprehension topic. Is not it enough that they have missed most of the academic year.

I personally think that the MoEHE was crazy in selecting such a comprehension topic. Unless, their intention was to give the students a venue to express their feelings and make suggestions to the political leadership on how to build “UNITY” because they have failed miserably in realizing it.

Wishing all our Tawjihi students all the luck in their exams.

[ISOC.PS] Re: New ISPs & new service

Many companies applied when the Ministry opened the market for new
entrants in all the value added market including VoIP, wireless, ISPs,
IP based services, etc. Some 26 companies applied for quite a varied set
of services depending on each company's type of business. There were 14
companies that applied from the West Bank and the remaining 12 were from
Gaza. The companies were requested to go through a further round of
selection process whereby they had to answer numerous detailed questions
about their intended operation, financial status, how they propose to do
business, etc. Out of the 26 companies, at least 10 companies may be
successful in obtaining new licenses to operate.
Let's hope that they will be licensed soon.

Re: New ISPs & new services

Dear Group,

I am considering switching to a legal ISP. AFAIK, all ISP's services are indifferent now, is this true?

Well, I doubt something concrete can materialize if ISPs go after Hadara alone. Worst thing that can happen to them is a fine and an order to get a license, which they will have. If there is antitrust law, then it is a different story.

But at least with a lawsuit, public opinion will/might change for better.

I'm not sure if this is done or not?

Re: New ISPs & new services

Well, I doubt something concrete can materialize if ISPs go after Hadara alone. Worst thing that can happen to them is a fine and an order to get a license, which they will have. If there is antitrust law, then it is a different story.

But at least with a lawsuit, public opinion will/might change for better.

Omar

Any thoughts of a lawsuit?

Speaking of law, is there an antitrust law in Palestine?

Omar

No it does not, I did inquire about this from the MTIT. They can run under the ISP name only, Palnet, POL and PIS. Hadara as a company has no ISP license; in effect they are black market operator.

Logic says if a company accuires an ISP it becomes an ISP by default, or at least the ISP license can be switched to the new entity. I believe the regulations of MoTIT allows such thing.

I'm not sure if this is done or not?

Actually, according to the MTIT, Hadara as Hadara is not a licensed ISP there for it should not conduct any internet services before it gets the MTIT license.

Again this is part of the الفلتان الاقتصادي     we are witnessing in Palestine.

[ISOC.PS] Re: New ISPs & new services

No such thing. The issue here has little to do with logical
considerations but with the law. The new modern telecoms law has not
been passed yet. However, the old law still covers many of the relevant
issues that we face now. Furthermore, since the exclusive monopoly of
Paltel has expired and the market is now open to competition (over ten
new companies shall be licensed soon), this competition should not allow
Paltel to subsidize its satellite companies such as Hadara or give them
all the support that Paltel gives them in all Palte's marketing outlets
as well as other technical support unless these services are properly
accounted for in the costing of Hadara services to the public. This is
to ensure that Hadara does not undercut prices and effectively kick
other competitors out of the market.
